On Windows 7, launch the Start menu, right-click on Computer, select Manage, then Storage, proceed to Disk Management, wait for it to initialize, choose the desired drive, and format it.

Yes, the manage menu in Windows 8 is located on the Start screen or in the All Apps list. It provides access to settings and system tools.
