Problem with CSGO is really annoying.

I’m finding myself in a tough spot, dealing with a new ongoing problem involving my PC and CSGO. It’s hard to decide where to start, as I’ve explored many different solutions without success so far. My machine is powerful, and the game ran smoothly until now. About six weeks ago, the game started stuttering noticeably. It’s hard to put into words, but it seems like every third shot doesn’t fire when I use spray, and with fast-firing weapons like the MP9, it feels like my PC can’t handle the high fire rate. The whole experience is very sluggish—everything feels heavy and unresponsive. There’s no noticeable drop in frames or choke, but performance is severely impacted.
At first, I tried rolling back to the previous Windows update, which fixed the issue. But soon after, it reappeared, leaving me with no choice but to revert. Since then, the problem has persisted and is becoming increasingly frustrating. I’m unsure whether it’s a PC-related issue, a monitor problem, or something specific to Steam/CSGO. There are oddities with my monitor—sometimes it boots at 144Hz even though it’s set to 280Hz, and then launches the game at a lower frequency than my desktop, in an unpredictable way.
I’ve done the following:
- Updated drivers
- Followed Steam/Beta suggestions from YouTube videos
- Checked for connection issues with my provider (none found)
- Reset Windows and re-downloaded everything
- Increased GPU fan speed temporarily
- Moved PC to a cooler location
- Adjusted NVidia settings per suggested guides
- Used specs: i9 11900KF, RTX 3080, 32GB RAM, 1TB NVMe SSD, Windows 11, Liquid Cooling, 750W PSU, ASUS TUF Gaming VG279QM monitor at 280Hz

Uncertain about the PSU – tried searching but it's well concealed in the casing.

Cyberpower is recognized for employing substandard power supplies. It wouldn't be surprising if this is the cause. The RTX 30 series requires a superior unit because of the power surges it generates. Inadequate models struggle to manage these fluctuations.
