Hey there.
I'm facing an issue and it's really confusing. The CPU is overheating even when I lower the voltage to 60°C idle with light tasks like Firefox—temperature reaches 70°C.
This happened three days ago on a new motherboard from ASUS B650E, plus Wi-Fi. It's the first time this has occurred on my secondary board.
I've reset the CMOS, adjusted settings manually (disabling saving features, etc.), but the heat continues.
I've also tried other AM5 CPUs of the same model, and they behave similarly.
My cooling solution is an Arctic Cooling Liequid Freezer cooler, but I suspect there might be a problem with the pump. However, that didn't help.
I'm still unsure how to fix this or what steps to take next.

Specs:
CPU: AMD Ryzen 9 9950X3D
MB: ASUS B650E-Plus Wifi
RAM: 2x Kingston Fury 96GB, 6000MHz
SSD: 1x Samsung 2TB 9100Pro, 1x Crucial 500GB, 1x Samsung 990 Pro 4TB
PSU: Corsair RM1000x
GPU: Palit GeForce RTX 5070

I purchased this item three days ago, a new motherboard ASUS B650E with Wi-Fi, and it's the first time I've used it on my secondary board - crosshair hero.

Unless your CPU temperature reaches 95°C or higher (Tjmax for your CPU), it isn't overheating. Which Crosshair Hero do you prefer, X670E or X870E? It doesn't matter because both support a 18+2+2 VRM setup rated at 110A. Your "new" B650E Plus Wifi features a 12+2+1 VRM configuration rated for 80A. Given the recent downgrade in VRMs and the fact you're using a Ryzen 9 chip, it makes sense that performance has increased, leading to higher temperatures due to fewer VRM phases and lower ratings.

It's quite unclear what changes were made. Were only the motherboard swapped or did you also replace the CPU? As Lutfij and Aeacus mentioned, using an AM5 crosshair hero means a big drop in performance. Even switching from AM4 to AM5 isn't ideal—pairing a 9950X3D with a low-end b650 board isn't recommended, unlike some creators who claim otherwise. A top-tier CPU needs a matching high-end board to perform at its best. With this setup, your Ryzen 9 could hit its maximum temperature quickly during heavy tasks like gaming, leading to reduced performance.
