It’s probably your AIO unit has an issue. The pump might be dead or there could be very little liquid left inside. Yes, the liquid can gradually disappear over time even without leaks because of permeation. I thought the problem was just poor contact between the CPU’s IHS and the AIO’s cold plate, but it doesn’t seem that way.
It depends on the CPU model; newer chips usually max out around 90°C, but some reached up to 115°C. Your old i3 4th gen hit 100°C for an hour without notice and is now faulty. Remind me to always use fresh paste when taking it off, no matter how long ago. For the cleaner, apply the paste in an X shape—it works better. The other user’s advice on thermal paste and removal seems helpful.
