Processor: Ryzen 7 2700x
Cooler: Ryzen Wraith Cooler
Motherboard: MSI B450m Gaming Plus Bios (7B87v1H3(Beta version)
RAM: 32GB DDR4 corsair
Storage: 1TB NVME (Windows location) – 500GB SSD, 1TB HDD
GPU: AMD Sapphire 7800xt 16GB
Power Supply: 850wat Corsair (2 years old)
Case: Cyberpower
Operating System: Windows 10 (installed via USB with a media creation tool on another PC)
Display: Samsung G5
Recently, my computer became very slow, restarted multiple times, and displayed an error stating it needed repair. I received an error code loop at 0xc0000221. After a fresh installation of Windows 10, the issue persisted. The CPU speed was reported at only 0.52GHz with no increase. I adjusted power management settings in the control panel, rebooted, and verified drivers and updates were up to date. A forum thread suggested downloading Ryzen Master and disabling PROCHOT, which resolved the problem only when that setting was turned off. Now the PC emits a USB connection sound, followed by lights and a brief shutdown lasting about half a second before resuming normally. This occurs roughly every 20 seconds and is becoming faster over time. I’ve disassembled the entire system, replaced the CPU, and applied new paste, but the slowdown continues. It’s frustrating, especially since it affects performance significantly. I’m uncertain whether the issue lies with BIOS or speed settings and would appreciate guidance on further troubleshooting.

When posting a thread of troubleshooting nature, it's customary to include your full system's specs. Please list the specs to your build like so:

include the age of the PSU apart from it's make and model. BIOS version for your motherboard at this moment of time.
Where did you source the installer for your OS? Did you install the OS in offline mode, manually installing all necessary drivers with the latest version in an elevated command, i.e, Right click installer>Run as Administrator?
It might not be directly related, but I had a Dell micro PC with a PSU that exceeded the recommended wattage and capped the CPU at 0.75GHz. By using throttle stop, I was able to bring it back to the right speed. After experimenting for about an hour, I realized the issue was with the wrong PSU, and replacing it resolved the problem. You might want to try another PSU to check if it fixes the matter.
