You're facing a performance problem where the system's CPU usage seems low in Task Manager but high in CPUID. There are no unusual applications running, temperatures normal, and all updates applied. Everything appears fine except for the discrepancy between Task Manager and CPUID readings. Your setup includes a strong i7 processor, decent GPU, ample RAM, and a fast SSD—yet performance lags.

Have you performed a malware or virus scan?

Launch Task Manager, navigate to the Details section, and select the "CPU" column. This will show you which processes are consuming the most CPU power. Remember, high usage in the "System Idle Process" column is normal.

This problem occurred with Evga Precision. It only displayed once but appeared in the task manager immediately after startup.

It’s odd you’re seeing such low activity in Task Manager. All your scans came back clean, yet the app displays almost nothing. It seems strange since your CPU stats look normal on other tools like Corsair Link and CPUID.

I've reviewed both sections and confirmed no readings exceed approximately 2%.

Multiple attempts using Malwarebytes and Windows security tools. No results detected.

I included a picture from HWMonitor displaying CPU usage alongside stable temperatures. Another unusual observation is that my CPU cores remain capped at around 800MHz. Additionally, a Task Manager snapshot taken simultaneously shows no applications consuming excessive CPU resources.

Check the system with hwinfo64 for more details.

It looks like a software problem was mentioned by Plutosaurus. You shouldn't be able to reach full usage while keeping the idle clock low. Consider turning on high performance mode in Windows power settings—see if it changes the CPU behavior from power saving to base clock.
