Seems to be a compatible vintage model with the same specs. This version matches the original well and runs on an ISA VLB motherboard with AMD 486 DX-40 and 16 MB RAM. Found on eBay, similar to the one described.

I didn't fully grasp the extent of board manufacturers either. It seems there are countless companies out there. The chipset reference brings up a specific thread. I checked the board discussion and discovered a really detailed list—Socket 2 and 3. https://stason.org/TULARC/pc/motherboards/m486_t.html Then I stopped searching and let you handle that section! I noticed that, but seen it before. So it didn't look too weird. Back then everything was compatible with everything. Maybe test the clock circuit. If you have nothing the RTC chip is probably fubar. Maybe you could replace it. (just tossing an idea for testing)

Worked a lot this week but haven’t finished yet. I checked capacitors on the board and roughly a third are completely broken or have very high ESR. I poked a few traces and they all look fine. Tried applying 3.3v or 5v, but when I sent the voltage back through the battery pins there’s still no response. I’m not brave enough to connect it to the PSU and test while it’s powered up—even at 5v my hands are too unstable...

It's a good thought to verify things using the PSU connected. You can't rely only on ohms for a complete assessment. My hands are shaking, but I'm here to help.
