Problem low FPS yet stable rig (RESOLVED)
My build details:
Ryzen 5 2600 4.0GHz (OC)
Nvidia GeForce RTX 2060 OC
MSI-B450
650w Sharkoon PSU
16 GB RAM
Monitor: Acer 1080p60
I experience low FPS in normal games such as Destiny 2, Warframe, and even LoL when I enable an Overlay. Cyberpunk was running fine at 50-60 FPS but now I only get 15 FPS regardless of settings. (GPU drivers reinstalled and some games updated)
What's the issue?

Just noticed my GPU usage stays around 50% to 60% and stays cool... Not sure if that matters much.

CPU usage is also low.

Installed GPU drivers, re-installed the game (minor differences, no big changes)
SOLVED:
Updated the BIOS and chipset drivers!
is a malware scan performed on the system?
monitoring cpu/gpu temperatures and usage while gaming?
checking ram and ssd usage?
Maybe things have shifted because the Windows update released a subpar graphics driver. Consider downloading and installing the newest one straight from NVIDIA. You might also attempt restoring the system to its previous state using system restore.
No malware found. Temperatures remain stable (30-40°C), usage is unusually low but can rise to 45-50% with random increases. My SSD is only running my OS, not my games which are on new HDDs. The RAMs are excellent with high performance (MHz). I don’t remember much but I did research before purchasing them.
I just finished it now and the only thing that comes to mind is a fresh installation of the GPU drivers (even though I'm sure they weren't the issue).
Rolled back some Windows updates, but that didn't help, so I reinstalled them.
