I upgraded from an rx 6800 to an rx 9070xt and after removing the previous drivers via ddu and installing the new ones, I only have around 30 seconds after turning on the PC to launch apps before they stop opening. I can't even shut down or restart the system, and no keyboard shortcuts such as ctrl+alt+del function. I still manage to use File Explorer, but I can't open anything from it. These issues don’t appear in safe mode, and after uninstalling the 9070xt drivers they disappeared until I reinstalled and restarted. I also have no keyboard or mouse controls in the Windows Recovery environment, though this seems unrelated since I had the same problem with the 6800.

include the age of the PSU apart from it's make and model. BIOS version for your motherboard at this moment of time.

You have BIOS versions pending updates. I'd advise making sure you're on the latest chipset driver(sourced from AMD's support site), then flash the BIOS to version 7E26v1M6(Beta version).
Once you've verified that the BIOS was flashed to the latest version, clear the CMOS.
Following the successful flash, I'm encountering issues with the "set up my PIN" screen. The first click takes me to the welcome screen then back to the prompt to enter my PIN. Each subsequent click displays a window with "Microsoft account" at the top for a brief moment. However, I can still restart and shut down properly.
