It appears adding a new user doesn’t cause issues when downloading from the Microsoft Store. It might be limited by settings on your primary Windows account rather than a problem with the store itself. Since you’re already an administrator, the restriction likely isn’t related to your permissions.

This highlights that the core issue lies in permissions. The simple solution is to transfer your data to a new account and remove the old one after completion. For a proper resolution, the process involves handling numerous files and registry entries without full visibility into system changes, making it difficult to address effectively. In the long term, my main recommendation is to avoid relying on system tweak tools unless you fully understand their function; perform manual adjustments and always keep backups. Skip registry cleaners—they often cause hidden problems that surface later, especially with updates. Refrain from using pirated software if it requires extra components, as it can lead to unforeseen complications. If malware is present, remember that security software only removes the threat; if it altered system files or the registry, your protection won’t fix those changes. Consider a full system reinstall. Regardless, I’m uncertain if these suggestions apply directly to your situation, but they’re useful for others in the future. Stay aware of this when dealing with similar issues.

It indicates no issue with downloading the app from the store, but there are problems during Windows 10 installation when using the ISO file.

On Windows 10 Enterprise, it’s unlikely the media creation tools ISO will function properly since Enterprise installations usually get downloaded through Microsoft Volume Licensing Service Center.

I also checked that guide here: https://www.thewindowsclub.com/download-...ation-tool. It didn’t help much. I might purchase a professional key and try the other version then.
