In BIOS navigate to "Advanced" -> "Onboard Devices Configuration". Within that section, search for "LED lighting" -> "When system is in sleep, hibernate or soft off states". The "Stealth mode" turns off all LEDs, while "Aura Off" disables RGB LEDs but keeps functional ones working. Either setting should work.
