I noticed Elysium but didn’t believe it was active for a while. The end of this month has been confirmed. The old player base is returning, so I’d suggest trying Kronos 1 or 2, or exploring the other realms.
From many years of experience, a private server, no matter what expansion, will never be as good as retail. Bugs/lag/crashes and no progress of any sort just never ends well. I spent a few years bounching between servers, spending anything between a week to about a year in each. I went back to retail few weeks ago. To be honest Legion has surpassed all my expecations. Really good expansion.

The third will offer a fresh PvP setup. Currently, it isn't recommended to play there because everything will revert to the database starting November 6th, erasing any progress you make now.
I understand what you're referring to, though I hadn't realized the context before. Kronos and Nostalrius are vanilla servers with strong admin capabilities. They even fixed issues that Blizzard hadn't addressed in 1.12.1. This is why they attract thousands of active players—far more than typical small private servers.
Kronos 1 would likely host the largest population among all versions.
