It looked like the problem was resolved using a method found on overclock.net. I followed tip #2 from their post, which involves enabling AMD Overdrive, activating Turbo Core Control, and then adjusting settings before exiting. This stopped my CPU from throttling to 3GHz during the prime95 test.

Turning off APM while keeping other power options active and disabling HPC helps resolve the throttling issue. The motherboard model is 970 UD3P Rev 1.0 by Gigabyte on F2G BIOS.
