You get the game with shark cards if you intended to purchase them, it actually saves you money. Shark cards are included in GTA:Online to provide currency.

These are simply Great White and Bull Shark cards, not the actual game. EDIT: One potential explanation for seeing $20 in your wishlist is that those cards appear as the initial price, which Steam likely mirrors on your list.

I'm checking if this item will be discounted soon or if it's just a temporary issue. The price dropped from $19.99 to $29.98 and is now $20.09, which is a 33% reduction.
