You wouldn’t need to buy a new license if you already have an old Windows 7 CD. Upgrading directly from 7 to 11 isn’t possible, but you could go through Windows 7 → Windows 10 → Windows 11. The process is free, though you’ll need to purchase the Windows 11 license separately.
Searching the web suggests you might be able to reinstall Windows 11 using your Windows 7 activation code when prompted.
