GPU: ASrock Radeon RX 6750xt challenger pro Oc 12gb
CPU: Ryzen 7 2700x
RAM: 24GB
Regardless of whether it's an AMD or NVIDIA GPU, when I'm exporting a video longer than an hour using Premiere Pro, only about 70% of the file plays before it stops. VLC media player displays the full duration of 1 hour and 20 minutes, but after 49 minutes the video automatically ends.
"Entire source" is chosen in the export options.
Encoding settings:
Resolution: 3840*2160
H.264
Hardware encoding: High 5.2 (above this threshold forces software encoding)
VBR 1 pass
Even with hardware encoding, only 9% of my GPU is active (maximum temperature 67°C), and CPU usage is around 30%.
The best way to prevent this is to use software encoding, though it takes about 4 hours for the export, which seems excessive.
Is there a permanent fix available?

I changed to a media encoder now and checked what happened. I'm confused about why it works with longer videos but not with short ones after exporting from Premiere Pro.

I also noticed the name—thanks for pointing it out!
The problem was resolved by changing to the Media encoder with identical export settings, which made the video play smoothly.
