I am going to be giving away a computer soon as part of a fundraiser, and I want to preinstall some games on it. I was wondering if I can use my Steam account to do this. Below is what I want to do to preinstall Rocket League to the computer (I own RL on my Steam account).
1. Sign into steam on the the giveaway computer with my steam account.
2. Download and install Rocket League.
3. Sing out of my steam account.
4. New owner receives computer and signs in with their Steam account.
5. New user buys Rocket League with their account or already owns it.
6. Rocket League is instantly ready to play since it is installed already.
Is this something that will work? If so will it work with Free-to-Play tiles as well? Lastly, will it work on other platforms, like Epic Games?
Forgive me if this is a simple question. I did some quick google searching, but found nothing conclusive.

You need to maintain the Steam/Epic installation. Removing Steam but retaining the game files will require the new Steam version to locate them again. However, if you keep using the same Steam installer, there should be no problems. Oh, by the way, it's really impressive how you're offering such a system! Great work!

I recently upgraded my personal computer and considered selling the components for a modest gain or donating them. I’m currently running a fundraising campaign supporting the Leukemia and Lymphoma Society. The event is limited to students at my school, but each donation of $5 provides a chance to win a prize.

Another possible answer you could consider. How would you best provide someone with a PC version of Rocket League? Should you purchase a $20 Steam gift card and hand it over, or is there a method to obtain a key for Rocket League that can be shared? I understand you can buy it as a gift on Steam, but I’d like to include a copy along with the computer I’m giving away, since I don’t have access to the recipient’s Steam details.

That's also straightforward. I would visit HumbleBundle, obtain a key there, and then save it as a .txt file on the desktop so it can activate Steam on its own.

Alternatively, you might perform separate steam backups for the games you wish to add. Should they already possess them or have bought them, they can restore those backup files in just a few minutes rather than possibly waiting several hours for downloads.
