Consider other encoding options first; if those fail, the issue might be with your software. People often mention the AMD version of "shadowplay" isn't great. You could try downloading OBS and use it instead if needed.

Yeah if I record with "Software x264" instead of "Hardware (AMD)" It looks fine, though the difference ( other than the obvious there is a problem with the potato quality ), when I use the hardware option it doesn't stutter, my i3 doesn't stutter bad and most people probably wouldn't notice it but I do. Example- ( with VCE )

They recommended using a variable bitrate streaming instead of constant bitrate. This might help with the quality and performance on Twitch.tv/stoneagedgames.

Based on my own usage, a very high bitrate is essential for recording or streaming in 720p60 with GPU encoding. 3500Kbps falls short. You might think you can't go further, but at least you made progress.
