So, my CPU is a i5-11400f and I noticed that it will not use the boost clock correctly. It's supposed to hit 4.2ghz but sadly underload it only hits 3.6ghz-3.8ghz. During idle it will hit 4.2ghz-4.3ghz. It's not thermal throttling as I replaced the stock cooler with a vetroo V5 and it usually stays between 60c-70c under load. I turned power management to High performance and I've updated to the latest bios and I've updated all of the drivers and yet nothing has changed.

When you engage multiple cores, performance should not reach the highest boost speeds. You can also verify power throttling by examining the reported power consumption. Certain tools, such as Intel's XTU, indicate if the chip is throttling power usage. That’s fairly normal, so there’s no need to be concerned here.

Sure, I understand. I was concerned based on what others said about the game dropping while gaming. I remember 4.4ghz is the ideal single-core speed, but they mentioned it should stay around 4.2ghz during games if temperatures are okay. I installed throttlestop and a hardware monitor to get more details. If you want, I can share some screenshots to help.
