Any small amount of waste can remain stable without support. A genuine load needs suitable gear; let's examine the voltage levels in a regulated system when the +12V is heavily loaded with GPU and CPU power. It shows you haven't fully thought through the situation and that testing a PSU with a $10 meter is merely a basic check, clearly indicating you lack the expertise to troubleshoot or fix the issue.
