I have a 9700k that I just overclocked the turbo to 5ghz on all cores with an MSI Z390m motherboard. Everything seems fine and stable after a few tests and games, but I noticed that in HWiNFO64 whenever I wake the computer up from sleep now all of the Core # Power Limit Exceeded as well as Package/Ring Power Limit Exceeded errors have Yes as their maximum value, when they were No when I put the computer to sleep. So my guess is that the CPU is drawing more power when waking than during heavy usage/load. Would this be a correct assumption or could it be a sign that I messed something up in the BIOS?

yes, everything looks okay as long as the cpu temperatures stay around 30-50 degrees celsius during light work and below 85 degrees celsius when under heavy load.

do you have c states enabled in your bios? if not, activate them since they don't impact your overclock performance. it helps save 10-20 watts when idle and keeps power usage in check.

I disabled it since all my research about OC suggests doing so initially when overclocking, but I’ll turn it back on soon to check if it improves things.
Edit: Regrettably that didn’t resolve the issue. Still, nothing bad came from turning it off—the power limits keep getting exceeded during startup.

is there a setting in your bios named power supply idle control? if yes, enable it at low power and check if it affects the stability of your overclock.

I wasn't able to locate such a configuration. Even though I've been thinking about it, if the maximum power errors occur only when the boat is in wake and typically happens a few times daily, should we simply overlook it? Essentially, they indicate the CPU is reaching its power limits without surpassing them.

Thank you for your assistance. It doesn't make sense to waste time adjusting too many unnecessary parameters just to resolve a minor warning. Apart from that, the temperatures are okay and the OC matches exactly what I was expecting.
