3070 non LHR model, 1440p, 120hz, 22w. Occasionally jumps to 26; lowest I've noticed is 21. I believe older AMD GPUs aren't as efficient and might overheat more. It seems more like a Nvidia Vbios configuration rather than the card's true requirements—they likely want it to stay above that threshold, otherwise it could crash, probably if I had to guess.
