It's a great moment to be alive. You can run Windows 10 for free without spending any money! However, there are some restrictions to keep in mind. Essentially yes, Microsoft aimed for widespread adoption of Windows 10, so they offered a free upgrade from Windows 7 and treated the activation as essentially identical.

It often doesn't help much because the troubleshooting actions are set in advance based on a general idea of your problem, without needing someone to apply or understand technical skills. These are the same instructions they post online in their forums.
