Sorry, I assumed you meant a 5700XT model. The current SOC voltage is slightly low—consider switching to manual mode and raising it to 1.15V.
Voltage levels can sometimes seem odd; SOC should ideally be around 1.1v for stock, but the board might have adjusted your CPUs to run a bit below spec. It's still possible we're not quite on target, and the problem isn't with the SOC at all.

Then it seems as though @TofuHaroto is probably correct. Try pulling 2 of the sticks out and running just a matched pair in slots 2 and 4. There's absolutely zero reason running a dual channel matched kit should cause any issues, if it does you've got an issue somewhere else and at that point it has to be the CPU since the board isn't really doing anything except providing the bus between the CPU & RAM, the IMC is on the CPU.
