With SetFSB I can adjust the frequency of a locked chip from 2.13 GHz to 2.2 GHz. After restarting with Intel XTU installed and configured, it boots using the system and retains my settings. Creating a profile displays the edited speed as 2.2 GHz, suggesting it's feasible to modify profiles and maintain settings on a locked CPU via Intel XTU.
With the previous XTUCLi model, I wasn't able to increase the clock speed, which confirms the statement.
