The effect isn't completely off—the mismatched lines can flicker, which means about 80-90% of the time it looks this way. It's normal for this to happen.

I question electricity being the main factor. My home is at least 30 years old with wiring from the 20s to 25s, just decent cables without grounding. To be honest, the cable layout seems questionable if you inspect the panel. In a country where AC stability is unrealistic, my wall voltage can drop as low as 180v, sometimes even lower, causing my UPS to switch on and off repeatedly. I haven’t seen any issues like those described. Even before relying on a UPS, I attribute it to certain games.

I looked through this discussion for PSU info and found nothing about your unit. That’s why I’m upset since I’ve had a 6+ year old 750W PSU with just two PCI cables connected to an RTX 3080, which caused jitter when loading new scenes in games like SoTR. Even though the system used only 400-500W, the problem persisted. After switching to an 850W 80 Gold PSU with three PCI cables, the issue disappeared. On another older rig with a less demanding GTX 680 GPU, the old PSU failed during startup with a pop and smoke. Regarding your electricity, I’m not very familiar with testing outlets with a multimeter—just plug the red probe into the live wire and black into the ground. For more detailed insights, a kill-a-watt device could help track real-time power use, voltage, and wattage. Keep in mind its update rate is usually once per second, so you might miss rapid spikes.
