I've mastered every technique available, yet results remain elusive. A strange situation stands out—without an Nvidia driver, the system operates smoother. Gameplay feels sluggish and performance drops significantly compared to before. It was one day when everything slowed dramatically, almost like a snail's speed. The previous day was fine; even simple 2D titles ran poorly. Any additional solutions are urgently required.

You're asking about what "100% Disk Usage" means. Does it refer to the average time the disk is busy, or does it indicate the disk is completely full with no space left? If it's at 100% average active time, the fix is swapping it for an SSD, because hard drives can slow down and freeze when they're fully used up. Even though I use a hard drive as a boot drive on my main system, it never reaches that level, so I don't face those issues.
Are they offering a chance to switch to an SSD? Their prices are quite reasonable now, and they offer much improved speed compared to standard 7200rpm drives.
9th Gen gaming laptop without an SSD? That's unusual. Have you tried a reboot? Not just shutting it down.
My TOSHIBA P300 3TB 7200RPM hard drive outperforms my Kingston A400 120GB SATA SSD, and sometimes cheaper SSDs lag behind hard drives. Of course, none of those storage options match my SAMSUNG 860 EVO 512GB SATA SSD, which is significantly faster than both.
Your system seems to be experiencing issues with the hard drive, possibly due to mechanical failure. IOPS plays a more significant role in performance than overall disk speed. SSDs offer much better responsiveness compared to traditional HDDs.
It might be fading away. I've only been relying on it for under two years, so I hope it can hold on for another couple of years.
