I don't play Wildlands at maximum settings, yet benchmarks look comparable to mine. On ultra settings, it seems to fall to 30fps, which suggests the issue might be related to game optimization.

That's an odd number, 4+4+4+2?
Try only 4+4 and make sure dual channel is working properly with CPU-Z or AIDA.

i'm experiencing issues with my RTX 2070 as well. In GTA 5, CPU and GPU usage never exceed 50%. Used Display Driver Uninstaller, performed a full reboot cycle. Living in Norway means overheating isn't a concern. GPU model: ASUS GeForce RTX 2070 Dual Evo OC. CPU: Intel i7-4790k. Power supply: Corsair 650W. RAM: 16 GB HyperX Fury 1866MHz DDR3. Operating system: Windows 10 64 bit.
