It depends on your budget. A good setup would start around $3,000. You mentioned an i3 12100 and R5 5500, plus 16GB RAM, plus a board—about $300. But you should also get a SSD, the cheapest options are around $25 for 500GB. It’s not great, and a $300 price tag might mean it could sell for only $50 if things are nice.

A 20% performance boost from a quad-core processor suggests only one core is fully utilized. The CPU won’t handle more than a single core effectively. It’s often clearer to check GPU utilization instead. When it stays under 90%, the CPU becomes the bottleneck.

The CPU is outdated and isn't performing well. I suggest replacing it with a new one, which would also require a new motherboard, RAM, and an SSD.

I’d hold onto the GPU unless the OP has significant funds to upgrade to a higher tier. A 1060 with 6GB RAM isn’t bad if it’s been well maintained; I’d prioritize replacing just the other components first, as it seems the CPU is limiting performance.
