CPU - 6600k
Mobo -Maximus IX Hero
Ram - Corsair Vengence 3000mhz
GPU - EVGA 1070 FTW2
Cooling - Corsair 120mm AIO
Achieved 1070 to +75mhz on clock and +500mhz on memory. The overclock appears modest compared to other models I've seen. Maximum temperature in Unigine Heaven reached 61°C

Hmm, i do have a gtx 1070 g1 gaming and my max O.C setting are +120 clock and +350 memory clock, with power input +111, i havent changed the core voltage. (and i get a little dissapointed since my old 970 had a +180mhz cap on the core clock)
I've never seen a gpu with only +70mhz for a O.C cap, you are very unlucky mate, but try to chance the O.C voltage a little, there is no real danger.

Each card has its own way of overclocking. You might be lucky to find a strong original character, but others may not handle it as well.
