Hello, your setup looks quite challenging. You're experiencing significant performance issues even with the same settings across different games. It seems like the hardware isn't keeping up with the demands of these titles. Have you checked for any background processes or system updates that might be affecting performance? Also, consider testing with a different graphics driver if possible.

The old i3 model is putting pressure on the 6600, and using the card in a PCI-E Gen3 port also reduces its speed. Rust demands many cores but only a few active ones.

Returning the 6600 would likely improve performance compared to the 580, especially if you're targeting the same system specs. Your previous experience with the 580 on an i7 4770 suggests compatibility, but upgrading to a higher-end processor like the 6600 could yield better results.

The 580X delivers half the power of the 6600, while a 50% used 6600 matches the performance of the 580X.

I've been running at 66-73% capacity and experience poor frame quality. Rust works more smoothly on the older system.

1. Apply InSpectre to remove Spectre and Meltdown fixes.
2. Deactivate ultra low power state (ULPS).
3. Switch off MultiPlane Overlay.
4. Add CPUBalance and start using it.

No, a CPU bottleneck wouldn't cause games to run better with lower GPU voltage. Undervolting the GPU typically reduces its power consumption and heat, but it doesn't address CPU limitations. A true bottleneck would slow performance regardless of voltage changes.

It might have been simpler, perhaps with fewer changes over time. I'm not sure if it's worth looking into. Have you gone through the process?

It didn’t make much difference. I’m planning to search for a refurbished Ryzen system and upgrade it.

The performance didn’t improve with InSpectre. Odd. I hope you restarted after completing everything.
