You can still rely on the main parts of that system for other purposes. An E5-2450v2 with 32GB RAM would handle many server functions well in 2023. However, the absence of single-core speed limits its use for gaming beyond certain select titles. Most e-sports games require only 1-2 cores, sometimes up to 4 threads, meaning you'd get around 25% utilization since metrics reflect thread count. If you're used to 60fps performance, it should suffice. For a high-end 4K60 AAA setup instead of an e-sports rig, this configuration could work, but you'll likely need a newer CPU generation for better results.

The Task Manager window shows performance spreading evenly among all cores. It looks like the system is distributing the workload rather than focusing on boosting the 3.3GHz boost frequency when CPU resources are limited. I'm just trying to better understand how it behaves in this scenario...

3.3 will not provide full-core enhancement. It will support just one or two cores.

The maximum speed boost typically appears when just one or two cores are running. Intel processors tend to reduce performance once more cores engage. Your processor's performance seems appropriate.
