It seems to be a mix of monitor, internet connection, and CPU usage. I’m surprised you’re seeing such low frames while the CPU isn’t at full capacity. 1440p uses roughly 75% more pixels than 1080p, which explains the drop in FPS. A 60-second stream might make sense for your current frame drops, but it looks like this happens more often than just a small percentage. Regarding streaming, I haven’t done it before and I’m not very experienced with the technical side.

I have 150mbps upload and download speeds; I don’t think the internet is the problem. Perhaps upgrading the CPU or motherboard would help since my hardware is from 2012. I just need to achieve consistently above 144fps, and I thought a 1080Ti would work, especially for League of Legends.

It might also stem from a server issue, unless it's a recurring issue. Consider checking the Ryzen 3000 lineup if you intend to upgrade. The Ryzen 2000 series is likely to see a major price drop if your budget is limited.

Consider reverting some recent GPU updates. Unless you're always running the latest titles, you likely don't require GPU driver upgrades. Improvements are typically applied when games are released or when major graphics patches are issued.

Additionally, I didn’t encounter any problems playing at 1080p with 60Hz. I’d prefer to return to my usual 300fps setting. My monitor only supports up to 144Hz, so anything above that would be ideal. It seems a new motherboard, RAM, and CPU would be the best options if I wanted this change. If I upgrade, I likely won’t do it again for another 4–5 years, and then maybe switch my graphics card every few years based on how long the 1080Ti lasts.
