In CSGO you have POWER SAVING option,check it. Also,check if your laptop is using your GT940 instead of integrated GPU while not connected to the cable. It should be in nVidia drivers

By default, your GPU caps FPS at 30 for all games when using battery power. Adjustments can be made via the Nvidia control panel.
