Likely the issue lies with the ISP, so it's best to contact them and report the problem if you're using their router.

Are you linked through a wired or wireless connection? For wired setups, those signal changes when testing your router aren't typical unless the network is heavily loaded. I'd anticipate consistently less than 1ms latency. Consider swapping the cable if you're using Ethernet. If you're on Wi-Fi, try connecting via an Ethernet cable first. Determine whether this issue affects only this device or all devices on your network. If it's the latter, start by replacing the router-to-entryway cable. Should that not resolve it, contact your ISP for assistance. Also, remember you don't need to mask your router's local IP address. 192.168.x.x falls within a private range and can't be modified or affected by any of your PCs' IPs.

What kind of connection are you using? WISP, Docsis, DSL (may be slow). Also, are you connected wirelessly or via a wired line? Modem, Router or a combined device?

I connect via Wi-Fi on the 2.4GHz frequency (since I'm not close to the router, 5GHz isn't reliable or consistent) and I also have fiber internet.

Start by testing near the router and see if performance changes. Even if it functioned before, another device might be causing interference on the same frequency.

Also, compare your 2.4 GHz congestion area with something like this: Get WiFi Analyzer – Microsoft Store. By the way, do you know if the router you’re using is part of a bundled all-in-one modem or linked to a separate gateway and router?

I recently ran a speed test on my phone while it was near the router downstairs. The results showed a 200ms ping, 70ms jitter, and a download speed of just 4mbps—really poor performance.
