I've seen radeon overlay with the overlay on, and my GPU usage is typically between 92% to 94%. I assumed it was a bit low, so I ran Cinebench R15 to verify CPU performance. My results show a maximum of 1430, while my system clock is 1700x at 3.85GHz with 3200MHz RAM at 1.375V. I'm puzzled about the discrepancy. Anyone with more experience in this area can help me understand better?

your cpu core count is normal. consider adding xmp support in bios if you haven't already.

All processors are configured at 3.85 and peak temperatures reached 71°C during testing.

verify the RAM frequency is 3200MHz; it seems incorrect. test with different applications besides cnebench r15, cinebench r20, aida, etc.

That's a bit low for a 1700x, your Cinebench scores were usually between 1650 and 1750 based on your overclock. It might be a RAM problem too. You could try uninstalling and reinstalling Cinebench—it was a bit shaky during the first time I installed it.
