Cleaning the windows and reinstalling would help. You might also try creating a USB drive with Windows and attempting a repair via it. If you can't enter safe mode, Windows has been significantly damaged. This happened to me too.

Navigate to troubleshooting options, select advanced settings, and look for an option to remove the latest updates.

I needed to replace the old windows because I was facing a similar issue. The system would freeze when trying to start safe mode.
