I'm experiencing intermittent frame rate drops in several games and I’m unsure of the cause. Assistance would be appreciated. Please respond.

Moved to the right place. It would help considerably if you listed your complete system specs as well as a better description of what's happening than 'weird FPS drops'. What hardware? What games? What settings? etc.

I play CS:GO and the FPS is capped at 300 FPS, dropping to 60 then returning spontaneously; I frequently need to alt-tab to resolve this. All settings are minimized. Gigabyte Aorus 270X Gaming K7, Intel i7-7700 (3.60 GHz), Nvidia GTX 1070, 12GB HyperX DDR4, 500GB Samsung SSD 860 EVO, 1TB HDD WD1002FAEX-00Z3A0, Windows 10 64-bit.

Utilize Task Manager and Resource Monitor sequentially for performance observation: initially during idle states, subsequently with non-gaming activities, and finally while gaming. Conduct three separate tests by manipulating window positioning for viewing. Analyze changes observed throughout each test.
