If you don't play at 4K, you likely don't need to overclock a 2080 Ti. I use Ultra 4K60Hz and have a Strix OC 2080 Ti, achieving stable performance in Time Spy with air cooling (16109). The 16400 runs unstable, but some users with watercooling get 16800. I can handle any maxed-out 4K game at over 60fps, with the slowest being AC Odyssey Ultra averaging 67fps when volumetrics cloud is on low.

I'm a top-tier Apex Legends Predator player. I consistently aim for 240 FPS to align with my 240Hz monitor and most Battle Royale titles that demand such speeds. Maintaining stable 240 FPS at 1920x1080 in Apex Legends or PUBG is challenging without heavily overclocking both my CPU and GPU.
I think you're correct that it's not strictly necessary, but it does make for a much smoother gameplay.
