A standard gtx 960 only had 2gb of vram and GTA V reports based on the gpu model not what's actually available. It will still make use of the extra vram.

what is the model of your GPU? link the exact one.

Where the GPU has 12gb of vram, and is only using 3gb? Or in your case 2gb usage out of 4? If so, then it's because of in game settings, resolution and on screen detail that will sway your vram usage. Vram usage fluctuates, and changes dynamically as the load/detail increase or decrease on the GPU. This is normal. If you are playing with low settings and resolution and want high FPS, your vram usage will be low. If you play on higher settings/resolution your vram usage will be higher.
If on the other hand, like in the screenshot I linked, yours only said 2gb for both then GTA V isn't recognising your GPU properly. This could be because the games needs an update, or your GPU drivers need an update. Maybe even system drivers. Is the game a full version purchased copy?
Can you post a screenshot of the game screen above on your system? Also it might be worth showing us a shot of GPU-z, so we can see how your GPU is being reported in something other than GTA V.
