My PC specs are attached to the post. My concern is whether it can stream on Twitch without heavily reducing graphics performance.

You can play certain streams, though boosting triple can strain your GPU. It varies by encoder, but with an 8-core CPU, x264 should work well.

When using NVENC you're good to go. Based on the game and configuration, CPU-based x264 encoding could be too demanding for your hardware.

GPU won't be the problem, unless you're okay lowering graphics settings. I'm a bit concerned about your CPU too. However, using ShadowPlay might ease some of the strain on it.
