I assembled my new PC in June and purchased Just Cause 3. The installation was on a hard drive. My system includes an i5-6600K @4.2GHz, MSI Gaming X GTX 1070, 16 GB DDR4 2800MHz Seagate Barracuda 1TB, 7.2K RPM ASUS Z170 Pro Gaming Board. I played 30 hours without issues. After a couple months I resumed and then encountered FPS problems. I enabled MSI Afterburner overlay and observed some unusual behavior. The GPU previously ran at full power at 1974 MHz with over 100 FPS in Ultra 1080p, but now it operates between 25-30% with only 1582 MHz and FPS of 25-40. This is the same setting as before. All other games function normally. TL;DR: The game is using just 30% GPU power, which limits performance to around 30 FPS and keeps the GPU stable at 1582MHz without overclocking.
Open NVIDIA Control Panel, navigate to Manage 3D Settings. When the Optimal Power setting appears, adjust it to favor maximum performance. This should improve results.
