About a month ago my computer began experiencing stuttering when loading YouTube videos and playing games. The problem seems unpredictable. I notice a sudden drop to around 5 frames per second for a short time, then it recovers. No hardware modifications have been made. Performance is stable at 1440p in full screen, but 1080p on YouTube videos. System specs: 3080 TI Fe 5900x, Ryzen 32, 3600mt/s, CLS 16, Windows 11 23H2, build 22631.3007.

Nuclear choice. Revise BIOS, install fresh Windows, update drivers. If you haven’t altered any hardware and think it’s fine, simply upgrade to Windows.
