it seems gsync isn't turned on in the windowed fullscreen setting because you're achieving 300fps. You can find an option in the NVIDIA control panel to enable it specifically for fullscreen or both fullscreen and windowed modes.

You're welcome, sir. I just got a fresh setup of the NVIDIA driver, which cleared everything and I didn't even realize it happened.
