Your PC isn't as strong as you think. BF4 can access up to 4GB of RAM, which might be a problem. The CPU is slowing things down because its cores aren't powerful enough for demanding games like BF4, and the 560Ti performance feels average.

The 560 with a 965 should work well under those conditions. At that clock speed, the CPU performs nearly as quickly as an Intel Core i5 2500 (about 5% slower), and you can still run BF4 even on IGP from Kaveri. The same issue appears in single-player mode, and I’ve also noticed it with 4GB of RAM.

The freezes every two seconds seem more like RAM spikes than consistent frame drops. Based on what I see in my monitoring tools while playing, BF4 tends to need a lot of memory. Usually I'm using around 5 or 6 GB, and sometimes it goes over 6 GB when other programs are running. The CPU load is also high, and the Phenom 2 x4 965 isn't considered very powerful these days. With its clock speed it should work, but it's still far from what most people consider a top-tier system. Your GPU is adequate. Please try to resolve any internet problems and check that the 'high frequency network refresh' option is enabled in the game settings.

The results will actually drop if you use Win7. Win8 performs much better for BF4. Upgrading from Win7 to Win8 gave me nearly a 10 fps boost. Having only 4GB of RAM isn’t sufficient for BF4 at high settings, and your GPU will struggle too—with a 560Ti you’ll see solid 60fps even at medium settings. I achieve 40-60 fps at medium to high with a 570.
