Recently, during a raid in ultra settings, I'm achieving around 30 fps in intense battles. Despite that, neither my CPU nor GPU are reaching their limits. My graphics card is running at roughly 50% and my monitor at 35%. The issue seems unrelated to V-Sync being off.

The CPU hitting its limits doesn’t rule out threading problems in WoW. It’s well understood that servers, raids, and busy zones can lower frame rates and reduce GPU activity. This is quite typical across most MMOs. The earliest clue of a CPU struggle is when GPU usage starts to fall. There was a recent problem where the WoW client dropped frames excessively in versions 7.0 and 7.1. Clearing the cache folders helped many users recover more frames, but it doesn’t guarantee your GPU won’t drop in intense or high-pop areas even after clearing.
Is there Windows 10 installed with "game mode" activated? If yes, attempt to turn it off.
