I recently assembled a new PC featuring an i5 10600k, GTX 1060, 6GB RAM (planned upgrade soon), and 16GB of 3200MHz RAM. My system handles most games well, though Fortnite consistently struggles. I usually get under 30 FPS with frequent stutters, even after tweaking various settings. When I checked Task Manager, Fortnite only consumes 7-13% CPU and 0-7% GPU usage. I set it to high priority, but performance didn’t improve. Any suggestions?

Fortnite could restrict your FPS to 30, either by opening a fullscreen windowed view or fullscreen mode with that specific limit.

its not capped sometimes it can jump above, forgot to mention, but when i pay cs i get around 180fps and have good ping but it stutters. The stutters are pretty bad and very frequent

It seems you're suggesting the 1060 should meet DisplayPort 1.2 certification and be compatible with version 1.4.
