No, GPU isn't necessarily running at 100% during gameplay. It depends on the game's demands and system performance.

He mentions his older system with an i5 6402p and RX480 did better than this R5 2600 1070 Ti, which seems incorrect. The issue might not be the RAM but something else like a BIOS update or hardware changes.

Reviewing some standards, performance is improving significantly even with SingleChannel. It's possible another area needs attention. Have he attempted to update drivers by deleting the existing ones using DDU first?
