I don't fully grasp your point, but yes, you're playing on another account, which means you'll have unique achievements and different playtime.

Yes, but games can't be used across different accounts simultaneously. If you own a license for game X that's shared, another person can't play it while you're using Steam. That's a bit frustrating.
