Sure! You can still join the game together without paying the full fee. Just make sure you and your friend are on the same team and follow the rules of the game.

I don't think there is a way to add him as a friend. According to steam support: You could try just adding $5 worth of funds to your account, that way you're not necessarily spending money on games, but at the same time, you can't take funds out of your account into your real bank account, so probably not a viable option. That said, you could still play on the same server with your friend. Just look through the server browser until you see a fairly distinct server that you know is the same. That way, you can play together. But the chances of getting placed in a match together via matchmaking are extremely low.

It rarely succeeds. Except when they’re extremely close—like being in the same house—that’s about as likely as it will be.
